Of the symptoms listed, “talkative” is part of a diagnostic criteria for Bipolar Disorder (in the manic phase), Attention Deficit Hyperactivity Disorder (Hyperactive Type), and many of the drug abuse diagnoses.

Most common of those listed above is drug abuse. Usually, some sort of stimulant abuse (cocaine, methamphetamine).

Most people experience restlessness, happiness, or anger.
